Uruguay Legalizes Euthanasia, Making History in Latin America

Montevideo, Uruguay – In a landmark decision, Uruguay has become the first country in Latin America to legalize euthanasia through parliamentary legislation. The Senate approved the Dignified Death bill after a lengthy debate, solidifying the nation's commitment to allowing individuals to choose how they end their lives under specific circumstances. The House of Representatives had previously passed the measure in August, paving the way for its final approval.

The new law establishes a framework for the "right to experience the dying process with dignity," decriminalizing euthanasia under stringent conditions. The legislation applies to Uruguayan citizens and foreign residents who can prove habitual residence. It permits euthanasia for adults who are mentally competent and suffering from incurable or irreversible illnesses causing intolerable suffering.

The process requires a written request from the patient to their attending physician, who must consult with another independent medical professional. If both agree, the patient can confirm their decision before two witnesses and choose the time and place of the procedure. The law mandates that all providers within the National Integrated Health System ensure access to the service, while respecting individual conscientious objection for medical professionals. Minors are excluded, and assisted suicide is not included.

The law also stipulates that death certificates must list the underlying cause of death and note that euthanasia was the final cause, which will be considered a natural death for legal purposes.

The passage of the bill was supported by the ruling Broad Front party, the Colorado Party, and National Party. However, the Catholic Church and pro-life groups voiced strong objections during the legislative process. Cardinal Daniel Sturla criticized the law, arguing that its approval does not equate to its moral correctness. Conversely, civil organizations and families of patients celebrated the decision as a historic step forward.
