President Donald Trump is reportedly set to receive a luxury Boeing 747-8 jumbo jet as a gift from Qatar's royal family. The plane could potentially be converted for use as a presidential aircraft, possibly serving as a new version of Air Force One. This announcement is expected during Trump's upcoming trip to the Middle East, which includes stops in Saudi Arabia and the United Arab Emirates.
The gift has raised questions, as the Constitution's Emoluments Clause restricts government officials from accepting gifts from foreign entities without congressional consent. Administration officials have prepared an analysis arguing the acceptance is legal. The plan is for the Air Force to add secure communications and other classified elements to the Qatari aircraft. However, it will have more limited capabilities than the existing Air Force One planes, which are heavily modified with advanced survivability and communication systems.
The current Air Force One aircraft are over 30 years old, and updated versions are under construction, with delivery delayed. The Qatari plane, like the upcoming VC-25B aircraft, will lack air-to-air refueling capabilities. This potential gift comes as Trump's family business, the Trump Organization, has growing interests in the Middle East, including a new luxury golf resort deal in Qatar. While the Trump Organization has an ethics agreement in place, it allows deals with private companies abroad, a departure from his first term's restrictions.
