Trump Plan for Ukraine War Includes Territorial Concessions to Russia
WASHINGTON - A draft proposal, reportedly developed by the Trump administration, outlines a plan to end the war in Ukraine that would involve significant concessions to Russia. The plan, obtained by the Associated Press, includes ceding Ukrainian territory to Russia and limiting the size of Kyiv's military. The proposal also seeks to prevent the future expansion of NATO, a key objective for Moscow.
The framework also proposes dedicating $100 billion in frozen Russian assets to rebuilding Ukraine and reintegrating Russia into the global economy, including the potential lifting of sanctions and a return to the Group of 8.
The plan, which has been discussed with both Ukrainian and Russian representatives, is being spearheaded by Secretary of State Marco Rubio and U.S. special envoy Steve Witkoff. President Trump has been briefed on the proposal and supports it. The plan is also said to include economic incentives for both sides.
The proposal has drawn criticism from European diplomats, who have expressed concerns about being sidelined in the peace process and the potential for the plan to undermine Ukraine's sovereignty. Ukrainian President Volodymyr Zelenskyy has also been briefed on the proposal and is expected to discuss it with Trump.
Meanwhile, Russia's chief military officer, Gen. Valery Gerasimov, announced that Russian forces had taken full control of Kupiansk in Ukraine's Kharkiv region, although this claim was denied by the Ukrainian military.
