Roberts, a foreign national, initially entered the United States on a student visa in 1998. He obtained two student visas, earning bachelor's and master's degrees. However, he overstayed his visa, remaining in the country illegally. Despite this, he secured employment in various public school systems across multiple states, including Baltimore, Washington, St. Louis, and Oakland, before becoming superintendent of a school district in Pennsylvania. The legal basis for his employment in these roles is now under scrutiny.

Throughout his time in the U.S., Roberts maintained a Maryland driver's license and was registered to vote in the state, falsely affirming his U.S. citizenship on registration documents. While he received ballots, there is no record of him actually voting. He also obtained a Social Security card, which, if obtained legally, would have been marked as "valid for work only with DHS authorization."

Roberts's employment with Des Moines Public Schools in 2023 is also under question. Officials claim he presented a valid Social Security card and driver's license. However, given his history of misrepresentation, the validity of the card is in question.

Further investigation revealed Roberts made false claims about his educational background, including degrees and awards from institutions such as Morgan State University, George Washington University, Harvard University, Georgetown University, and MIT. These institutions have no record of his attendance or achievements. Additionally, Roberts faced gun charges in 2020 and 2022, despite federal laws prohibiting non-immigrant visa holders from possessing firearms.

The case highlights the potential consequences of weakened immigration controls and lax vetting procedures. The individual's ability to navigate the system, secure employment, and potentially access benefits underscores the need for robust enforcement and verification processes.
