He was also involved in illegal activities, including charging workers exorbitant fees for their visas and inflating the number of workers needed to collect more fees.

Sofi's ordeal culminated in a kidnapping and attempted murder, after which she testified against Mendoza, leading to his conviction for forced labor and a 30-year prison sentence. Despite this, the investigation highlights that the H-2A program continues to be vulnerable to exploitation. The number of visas issued has increased, and enforcement of worker protections remains limited.
