The Democrats used a "privileged resolution" under the Foreign Assistance Act, which allows any senator to force a vote on a country's human rights practices. The Senate previously passed a resolution to block Trump's tariffs on Canada, and a similar resolution was narrowly blocked later that month. However, no Republicans joined the Democrats in Thursday's vote on El Salvador.

In a related development, Democrats, including Senator Kaine, also filed a joint resolution to block a $1.9 billion arms sale to Qatar, coinciding with Qatar's offer to donate a $400 million luxury jet to President Trump. Democrats are prepared to force a vote on this issue if the Senate Foreign Relations Committee fails to act.
