The International Olympic Committee (IOC) has signaled a significant shift in its stance on Russian participation in international sports, advising Olympic sports bodies to discontinue a three-year vetting program for Russian athletes seeking neutral status. This directive comes as the IOC prepares for the qualifying events leading up to the 2028 Los Angeles Olympic Games.

The move follows an earlier recommendation from the IOC to allow athletes from Belarus, a military ally of Russia, to compete under their national identity. In a statement released after an executive board meeting, the IOC reiterated its solidarity with the Olympic community of Ukraine, emphasizing continued support since the outset of the conflict.

While provisionally lifting the suspension of the Russian Olympic Committee, which had been in place since October 2023, the IOC has eased entry requirements for Russian athletes and teams into its own events. The terms of the original suspension, imposed due to the Russian Olympic body's incorporation of regional sports councils from occupied Ukrainian territories, are no longer deemed applicable.

The impact of these restrictions was evident at the 2024 Paris Olympics, where only 32 athletes from Russia and Belarus competed as approved neutrals, securing a combined total of five medals. This stands in stark contrast to the 2021 Tokyo Olympics, where the Russian team comprised over 300 athletes and achieved 71 medals.

However, the IOC has not yet sanctioned the return of Russian athletes and teams with their national flag and anthem. This decision is slated to be made "at an appropriate time." The next major Olympic event on the horizon is the 2026 Youth Summer Games in Dakar, Senegal.

To address concerns regarding the return of Russian athletes to international competition, the IOC has stipulated that these athletes must undergo multiple doping controls and be part of a recognized testing program. The committee also confirmed its ongoing commitment to not organizing IOC events within Russia or inviting Russian government or state officials to its events.
