Healey Unveils Affordability Initiatives and Takes Aim at Trump in State Address
Governor Maura Healey delivered her State of the Commonwealth address, outlining a series of policy initiatives focused on affordability. The speech, delivered to a statewide audience, touched on healthcare, housing, education, energy, and social media, while also framing Massachusetts as a counterpoint to the policies of President Donald Trump.
A central theme of the address was the rising cost of living. Healey announced plans to ban medical debt from being reported to credit agencies, aiming to protect residents from financial repercussions due to illness or injury. She also highlighted efforts to address rising healthcare costs, including investments to protect ConnectorCare enrollees from premium increases and new rules to eliminate prior authorization requirements for many prescriptions and procedures. A new Health Care Affordability Working Group will be convened to develop further cost-cutting proposals.
In education, Healey announced a $15 million investment to expand early college and dual enrollment programs, with goals to enroll 100,000 students in early college and register 100,000 apprentices within the next decade. Transportation was also a key focus, with Healey announcing an $8 billion, 10-year transportation investment plan, including an Accelerated Bridge Construction program.
Addressing energy costs, Healey pledged to oppose major rate hikes by utilities and outlined a strategy combining short-term relief with longer-term structural reforms. This includes temporary cuts to electric and gas bills and legislation aimed at increasing supply and lowering delivery costs.
Healey also previewed legislation to impose strict new limits on social media companies that target children and teens, including parental consent and age verification requirements. Additionally, she announced increased funding for local food banks and proposals aimed at curbing "junk fees" and subscription costs.
Throughout the address, Healey positioned herself as a defender of Massachusetts values, contrasting her vision with that of the Trump administration. She criticized the administration's policies on immigration, healthcare funding, and tariffs.
