One striking example cited was the discovery of a CJNG shrine, featuring a mural of cartel leader Nemesio Oseguera Cervantes, also known as "El Mencho," within a warehouse in a major U.S. city. This act, according to DEA officials, sends a clear message of the cartels' presence and influence.

The hearing also detailed the case of Cristian Gutierrez Ochoa, El Mencho's son-in-law, who fled Mexico after a failed attempt to secure the release of his mother-in-law. Despite being wanted by Mexican authorities, Gutierrez was found living openly in a gated community in the United States, even sending his children to local schools.

Furthermore, the DEA reported instances of cartel operatives surveilling DEA agents and informants, including during the trial of El Mencho's son, Ruben Oseguera Gonzalez, also known as "El Menchito." The cartels' surveillance extends to both the United States and Mexico, with agents often requiring assistance from local police departments to maintain security. The cartels have also resorted to violence, retaliating against informants and Mexican soldiers.

The DEA emphasized that the threat extends beyond simple drug trafficking, describing the situation as a "full-scale infiltration" by foreign criminal empires. The cartels are portrayed as paramilitary organizations with global reach, willing to use violence and intimidation to protect their interests.
