California High-Speed Rail Project Achieves Milestone with Fresno Underpass Completion
Fresno, CA – The California High-Speed Rail Authority announced the completion of the Cesar Chavez Boulevard underpass in Fresno, marking a significant step forward for the long-delayed high-speed rail project. The underpass, now open to traffic, reconnects downtown Fresno with southwest Fresno and Chinatown, restoring a vital transportation link that had been disrupted by existing rail lines.
The project, completed on March 13th, allows vehicles, cyclists, and pedestrians to safely pass beneath both existing freight tracks and the future high-speed rail line. This eliminates longstanding barriers that had divided neighborhoods for decades. The underpass spans over 1,000 feet and is approximately 90 feet wide, featuring two travel lanes, bike lanes, and protected pedestrian walkways in both directions.
Officials highlight the underpass's positive impact on safety, traffic flow, and the reduction of greenhouse gas emissions in an area historically burdened by pollution. The project is located less than a mile from the planned Fresno high-speed rail station.
Local leaders and business groups have welcomed the completion, emphasizing its economic and social benefits. The underpass restores access to local businesses and services, particularly in Chinatown, where trains previously caused significant disruptions. The High-Speed Rail Authority projects that grade-separation projects across Fresno County will reduce accidents, injuries, and fatalities, delivering an estimated $3.3 billion in public benefits over 30 years. The Cesar Chavez Boulevard underpass is the first high-speed rail structure completed in 2026 and brings the total number of completed structures in California's Central Valley to 59.
BNN's Perspective:
While this is a positive development for Fresno, it's important to remember that the California High-Speed Rail project has faced numerous delays and cost overruns. This underpass represents progress, but the project's overall success hinges on continued progress and effective management to ensure the project delivers on its promises to the state.
