Washington, D.C. – Common Cause, a government watchdog group, has announced a significant shift in its stance on partisan gerrymandering. The organization, historically a vocal opponent of the practice, stated Tuesday that it will not oppose mid-cycle redistricting efforts in states led by Democrats, while simultaneously criticizing Republican-led efforts in Texas.
In a policy statement released this week, Common Cause acknowledged the potential for Democratic-led states to redraw congressional maps in response to Republican actions. The group cited concerns about an "authoritarian" strategy allegedly pursued by President Trump and Republicans, framing the situation as a threat to fair representation and democratic principles.
Common Cause emphasized that it would not endorse partisan gerrymandering, even when the motive is to counter actions by another party. However, the group believes that a blanket condemnation of mid-cycle redistricting would be akin to "unilateral political disarmament" in the face of perceived threats to democracy.
This change in position marks a departure from Common Cause's previous statements. Just last month, the group criticized Democratic attempts at mid-cycle redistricting as anti-democratic. Common Cause was also on the losing side of a 2019 Supreme Court case challenging a North Carolina congressional map.
The group's new policy indicates that it will not condemn redistricting efforts that adhere to specific fairness criteria. These criteria include redrawing maps proportionally to the threat posed by gerrymandering in other states, incorporating public participation, and expiring when new maps take effect following the 2030 census.
Several Democratic governors, including Gavin Newsom of California, have signaled their willingness to redraw congressional maps in response to Republican-led efforts. California's efforts, however, face legal challenges due to the state's existing independent redistricting commission.
